The best dictionary apps should have the capability to be used even when the user is offline. Live best dictionary apps are also good as well but there are some instances which may require you to enlist the help of a dictionary app where interconnectivity is non-existent. Personally I like to use an app straight away without need of fiddling with phone settings to turn on the internet. When I need it, I have to use it there and then.
